The Honorable Eileen A. Gallagher Elected Administrative and Presiding Judge

Judge Eileen A. Gallagher was unanimously elected by her colleagues to serve as the Administrative Judge of the Ohio Court of Appeals, Eighth District for the year 2025.  The Eighth District is one of the largest and busiest appellate courts in the state of Ohio.  The 12 judges of the court preside over administrative, criminal and civil appeals emanating from the divisions of the Court of Common Pleas: general, probate, domestic relations and juvenile as well as from the 13 municipal courts in Cuyahoga County and various administrative agencies. The court also presides over original actions including writs for habeas corpus, mandamus, quo warranto, prohibition and procedendo.

 

Judge Eileen A. Gallagher is a native Clevelander, having been born and raised in Cleveland’s Puritas-Longmead area. She is a graduate of Lakewood’s St. Augustine Academy (1974), received her Bachelor of Arts degree from Ohio Dominican College in Columbus, Ohio (1977), and earned her Juris Doctorate from the Cleveland-Marshall College of Law (1987). She has received judicial education through the National Judicial College, the Ohio Judicial College, the American Academy of Judicial Education, the New York University College of Law — Institute of Judicial Administration, the National Foundation for Judicial Excellence and the National Civil Justice Institute.

 

Judge Gallagher was employed as a probation officer in the Common Pleas Court of Cuyahoga County from 1979 –1994 and was engaged in the practice of law as a sole practitioner from 1987 – 1997. She has practiced law in the courts of the State of Ohio, the United States District Court for the Northern District of Ohio, the United States Bankruptcy Court – Northern District of Ohio and before the United States Supreme Court.

 

Judge Gallagher served 14 years in the Cuyahoga County Court of Common Pleas having been first elected to the bench in 1996. She was reelected in 2002 and, again, in 2008. During her tenure on the Court she served as Acting Administrative Judge from 2006 – 2010.

 

Judge Eileen A. Gallagher was elected to the Eighth District Court of Appeals in Ohio in 2010 and was reelected, without opposition, in 2016 and 2022. She first served as administrative judge in 2018.

 

Judge Gallagher has served on the Boards of Trustees of both the Stella Maris Treatment Center and the West Side Catholic Center.
